Summary of this OSA Annex for younger Users: Roblox does many things to help keep you safe and protect you from content that is harmful and against the law and we’ve explained it in more detail below. We use technology and human moderators to check that content on Roblox doesn’t break our rules. We take extra steps to remove and protect you from harmful content. For example, we check that images uploaded in games are appropriate. If you are worried about anything you see on Roblox and think it breaks our rules, you can report it, and if you need help you should speak to an adult who can support you. Section 1 of this Annex describes how Roblox protects all Users from illegal content. Section 2 of this Annex describes how Roblox protects Users, including those under the age of 18, from content harmful to children.
The above paragraph does not form part of the Roblox Terms. It is intended to help our younger Users understand this Annex and is provided solely for this purpose.
Roblox’s obligations under the UK Online Safety Act
Roblox aims to create a safe and civil online environment for our Users.
- Roblox has specific duties under the OSA to protect UK Users from certain types of illegal content, which the OSA refers to as "priority illegal content", and Roblox has to explain to Users how we do this. This includes terrorism content and child sexual exploitation and abuse (CSEA) content, as well as other types of illegal content. You can click here to learn about the measures we have taken to protect Users from this type of content, or scroll down.
- Roblox also has specific duties under the OSA to protect UK Users who are under the age of 18 from certain types of harmful content, which the OSA refers to as “primary priority content”, “priority content” and “non-designated content”, and Roblox has to explain to Users how we do this. This includes suicide and self-harm content, eating disorder content, pornographic content, abuse and hate content, as well as other types of content harmful to children. You can click here to learn about the measures we have taken to protect Users from this type of content, or scroll down.
- Roblox has policies and processes in place to help ensure the proper handling and resolution of relevant complaints under the OSA. You can click here to learn more, or scroll down.
Section 1: Illegal content
How Roblox helps protect individuals from illegal content
Roblox takes a number of measures, and integrates multiple systems, including automated and human moderation, to help protect Users from illegal content including priority illegal content. Together, these systems and processes are designed to enable Roblox to swiftly take down such content.
Roblox uses proactive technologies to enable it to comply with its duties in relation to illegal content. For example, Roblox has a multilayered moderation system that is designed to assess content uploaded to Roblox for potential violations of the Community Standards:
- For text, we use techniques such as text-filters and keyword lists. If a User attempts to send text that would be recognized by these methods, the text is filtered, preventing other Users from being exposed to the violative content.
- For visual assets, including avatars and avatar accessories, we use a detection technique that involves taking photographs of 3D assets from multiple angles and flagging potentially harmful items for review.
- For voice chat, we use Automatic Speech Recognition to transcribe voice into text, then use an in-house AI model to classify and detect violating language. This is done in real-time, allowing us to take action such as temporarily suspending or banning Users violating our Community Standards in voice chats on Roblox.
The Community Standards, coupled with User behavior, inform a wide range of AI algorithms. Those algorithms are backed up by a team of thousands of moderators focused on improving quality and handling the most difficult decisions. We also actively encourage our Users to report any activity they feel concerned about directly to Roblox. Identified content is reviewed and we swiftly take action on violations, including by deleting relevant content from games, the Roblox marketplace and communities. Roblox may suspend or permanently ban Users who severely or repeatedly violate our Community Standards.
CSEA Content
Roblox’s “Child Exploitation” Community Standard (“CE Community Standard”) is broad and covers CSEA content as defined by the OSA, among other types of violations.
Roblox uses a variety of text-filtering, voice moderation, content moderation and other automated systems designed to proactively identify content and behaviours that may violate the CE Community Standard, including:
- using automated measures designed to specifically filter for CSEA content;
- evaluating published and updated Games with a suite of AI driven tools designed to help identify problematic language, potential bypasses to our safety systems and violative content;
- reviewing content including images prior to upload; and
- scanning algorithms that review and monitor communications to proactively block and protect Users from inappropriate behavior.
Additionally, images and videos are evaluated for child sexual exploitation and abuse imagery using PhotoDNA and Google’s Content Safety API. If flagged by these systems, the content is sent to trained agents to verify. If the content is confirmed to be CSEA content, this content is reported to the National Center for Missing and Exploited Children upon review.
These automated measures are designed to minimise the amount of time CSEA content is present on the Platform. Where Roblox identifies content that violates the CE Community Standard through automated measures, or is made aware of it through reports, Roblox swiftly removes it.
Roblox may suspend or permanently ban Users who severely or repeatedly violate our CE Community Standard.
Terrorism Content
Roblox’s “Terrorism and Violent Extremism” Community Standard (“TVE Community Standard”) is broad and covers terrorism content as defined by the OSA, among other types of violations.
Roblox uses a variety of text-filtering, voice moderation, content moderation and other automated systems designed to proactively identify content and behaviours that may violate the TVE Community Standard, including:
- using automated measures designed to specifically filter for content glorifying and associated with terrorist organisations and mass violence;
- evaluating published and updated Games with a suite of AI driven tools designed to identify problematic language, potential bypasses to our safety systems and violative content;
- reviewing content including images prior to upload; and
- scanning algorithms that review and monitor communications to proactively block and protect Users from inappropriate behavior.
These automated measures are designed to minimise the amount of time Terrorism Content is present on the Platform. Where Roblox identifies content that violates the TVE Community Standard, or is made aware of it through reports, Roblox swiftly removes it.
Roblox may suspend or permanently ban Users who severely or repeatedly violate the TVE Community Standard.
Other Priority Illegal Content
Other types of priority illegal content under the OSA are content that amounts to an offence specified in Schedule 7 of the OSA (as amended). This content is covered by our Community Standards, except where it relates to the promotion or solicitation of weapons, illicit drugs and other goods or services that could constitute priority illegal content, which are covered by our Advertising Standards.
Roblox uses a variety of text-filtering, voice moderation, content moderation and other automated systems that are designed to proactively identify content and behaviours that may violate the Community Standards, including:
- using automated measures designed to specifically filter for content;
- evaluating published and updated Games with a suite of AI driven tools designed to identify problematic language, potential bypasses to our safety systems and violative content;
- reviewing content including images prior to upload; and
- scanning algorithms that review and monitor communications to proactively block and protect Users from inappropriate behavior.
These automated measures are designed to minimise the amount of time other priority illegal content is present on the Platform. Where Roblox identifies content that violates its Community Standards, or is made aware of it through reports, Roblox swiftly removes it.
Roblox may suspend or permanently ban Users who severely or repeatedly violate our Community Standards.
Intimate Image Content
Roblox's "Romantic and Sexual Content" and "Sharing Personal Information" Community Standards are broad and together cover intimate image content as defined by the OSA. Roblox uses a variety of content moderation and automated systems designed to proactively identify content and behaviours that may violate the Romantic and Sexual Content and Sharing Personal Information Community Standard, including:
- using automated measures designed to filter for images caught by the Romantic and Sexual Content and Sharing Personal Information Community Standards;
- evaluating published and updated Games with a suite of AI driven tools designed to identify potential bypasses to our safety systems and violative content;
- reviewing content including images prior to upload; and
- scanning algorithms that review and monitor communications to proactively block and protect Users from inappropriate behavior.
These automated measures are designed to minimise the amount of time Romantic and Sexual Content and banned Personal Information, which together cover intimate image content, are present on the Platform.
UK Users can report content they suspect to be intimate image content, if they are the subject of the content or a person acting on the subject's behalf, using our UK OSA Content Report Forms and Complaints functionality available here. Users should select the "Illegal Content Report Form" and then click "Other" under the section "Why are you reporting this content as illegal under the OSA?".
Section 2: Content harmful to children
How Roblox helps protect individuals from content harmful to children
Roblox takes a number of measures, and integrates multiple systems, including automated and human moderation, to help protect Users from primary priority content, priority content and non-designated content harmful to children. Our Community Standards prohibit all of these kinds of content harmful to children as well as other types of content that might be harmful to children and Users more generally.
Roblox uses proactive technologies to enable it to comply with its duties in relation to children’s online safety. For example, Roblox has a multilayered moderation system that is designed to assess content uploaded to the Platform for potential violations of the Community Standards:
- For text, we use techniques such as text filters and keyword lists. If Users attempt to send text that would be recognized by these methods, the text is filtered, preventing other Users from being exposed to it.
This is done in real-time, allowing us to take subsequent action such as temporarily suspending or banning Users that violate our Community Standards.
The Community Standards, coupled with User behavior, inform a wide range of AI algorithms. Those algorithms are backed up by a team of thousands of moderators focused on improving quality and handling the most difficult decisions.
Users can also report any activity they feel concerned about directly to Roblox. Reported content is reviewed and we swiftly take action on violations.
Independently of the OSA requirements, Roblox also takes additional measures to help protect Users, including Users under the age of 18, more generally from content that Roblox considers is not appropriate for them or that they do not wish to see, for example:
- Roblox uses Content Maturity Ratings to help Users make informed decisions about the Games they interact with and help to reduce the chances of encountering content they don't want to see. Our maturity ratings (Minimal, Mild, Moderate, Restricted) and content descriptors (for example, strong language, violence, blood) appear on Game pages and are used to recommend Games to Users on Home and Discover pages based on age group and regional content policies. Roblox’s language policies apply to both in-Game content and how Users communicate within text and voice chat.
- Roblox deploys detection systems that help identify conversations that attempt to direct Users off Roblox to another platform.
- Roblox tailors Users’ experiences based on their age (Under Age 9 and 9-13, Ages 13-17, Age 17, and Age 18+). For example, Users under the age of 13 need parent permission to access certain chat features and unrated Games are not searchable or playable by them. Further details can be found here.
- Roblox requires Users to verify their age to access certain Platform features like 17+ Games.
- Roblox offers a robust set of parental controls to help families shape a safe and age-appropriate experience for their children on the Platform. These tools are designed to give parents visibility and control over how their child interacts on Roblox. To enable parental controls, parents can create their own Roblox account (on their own device) and link it to their child’s account through our Account Linking feature. Once linked, parents can monitor activity, set boundaries, manage the maturity levels of experiences their child is able to access, and update settings in real time. Further details can be found here and here.
The minimum age for account creation on Roblox is 5 years old. When setting up an account on Roblox, you won't see birthday options for children younger than five.
Age Checks are used to unlock chat on Roblox, which help limit interactions to Users who are in a similar age group.
Primary priority content (suicide, self-harm, eating disorder and pornography)
Roblox’s Community Standards prohibit primary priority content as defined by the OSA:
- The Suicide, Self-Injury and Harmful Behaviour Community Standard is broad and covers suicide, self-harm and eating disorder content as defined by the OSA, among other types of violations.
- The Romantic and Sexual Content Community Standard is broad and covers pornographic content as defined by the OSA, among other types of violations.
Roblox uses a variety of text-filtering, voice moderation, content moderation and other automated systems designed to proactively identify content and behaviours that may violate the Suicide, Self-Injury and Harmful Behaviour and/or the Romantic and Sexual Content Community Standards, including:
- a combination of human review and AI-powered tools to monitor and moderate content on the Services (including text, images, audio, and video), to help determine whether it includes violative content. AI tools review and block identified violative content contained in text-based communications before other Users can see it, and flag conversations containing suspicious content to human moderators for further review.
- using detection techniques to identify and prevent uploads of assets similar or identical (depending on the asset) to those previously identified as violative.
- using automatic speech recognition tools to transcribe voice chat into text and using our in-house AI model to classify and detect certain violative content. This is done in real-time, allowing Roblox to take subsequent action such as sending a 'nudge' to the User, or temporarily suspending or banning the User.
These measures are designed to prevent Users from encountering primary priority content. Where Roblox identifies content that violates our Community Standards, or is made aware of it through reports, Roblox swiftly removes it.
Users that violate our Community Standards may experience warnings, content removals, and/or account-level restrictions or may be sent helpful resources where appropriate.
Where Roblox is made aware of potential primary priority content, we may also perform internal investigations and take action where appropriate. This may include reports to appropriate law enforcement authorities if Roblox believes there is a credible threat of imminent self-harm.
